Updating the Financial Support Structures for Individuals with Disabilities
On June 23, 2023, Manitoba introduced the Disability Support Regulation, M.R. 74/2023, which amends the existing Disability Support Regulation (M.R. 164/2022). This amendment aims to update the financial support structures for individuals with disabilities, improving assistance which aligns better with current economic conditions and the cost of living.
The regulation revises the existing support amounts provided to recipients. For example, monthly support for individuals without children or partners has been increased from $100 to $127.50. Additionally, a new method for adjusting monthly income support based on the Manitoba Consumer Price Index (CPI) has been introduced. Moreover, the regulation specifies income support amounts for different household configurations. A single-person household will receive $705, while a two-person household will receive $793. Larger households will see incremental increases, with defined amounts for households of up to six persons and additional support for those with more members.
The regulation also modifies the amounts available for recipients who owe money on their mortgages. Monthly assistance varies by household size, with single-person households eligible for $378 and larger households receiving progressively higher amounts. Additionally, support for individuals residing in care facilities or boarding homes has been updated. A single person living in a relative’s home can receive up to $252, while in a private boarding home, the cap is $331, with adjustments made for couples in similar situations.
The new regulation is retroactively applicable from July 1, 2023, meaning recipients will see the updated amounts reflected in their benefits for that month. This retroactive application ensures that individuals and families relying on these supports are not disadvantaged by the timing of the regulatory updates.
By adjusting support levels to better reflect economic changes and the diverse needs of different households, the regulation aims to enhance the quality of life for recipients. The regulation’s ongoing indexing will help maintain the relevance of these supports in the face of inflation and rising costs.
