Quality Care: Standards for Optometrists
The “Regulation to amend the Regulation respecting the standards for the issue and holding of permits authorizing an optometrist to administer and prescribe medications and provide eye care” updates the existing framework governing optometry practice in Quebec.
This regulation is part of the broader Optometry Act (chapter O-7) and outlines the requirements for optometrists who wish to administer medications and provide therapeutic eye care. The amendment is based on sections 19.1 and 19.2 of the Optometry Act, which require the Ordre des optométristes du Québec to establish standards for issuing and maintaining permits for these activities.
Key changes are organized under a new Division II that specifies the standards for holding a permit. Optometrists are now required to submit an annual declaration to the Ordre, confirming whether they have engaged in activities authorized by their permits during a designated three-year reference period. If they have not performed these activities, they must complete a refresher program to maintain their permits, which consists of 30 hours of theoretical or clinical training relevant to the subjects outlined in the regulation. In cases of non-compliance, optometrists will receive a notification detailing the nature of the issue, a six-month period to rectify it, and information about potential sanctions for failing to comply.
If compliance issues are not resolved within the prescribed time frame, the Ordre has the authority to suspend the optometrist’s permit until the issues are addressed. If the optometrist does not rectify the situation by the end of the suspension period, their permit will be revoked. Those whose permits are revoked must meet the original conditions set forth in Division I to reapply for a new permit.
This amendment aims to reinforce professional accountability among optometrists while ensuring they remain qualified to administer medications and deliver effective eye care.
