Safe Operations of Large Quadricycle on the Road
Regulation 36/2024 establishes the Large Quadricycle Pilot Project under The Highway Traffic Act to regulate the use of large quadricycles on highways in Manitoba. Registered on May 24, 2024, this regulation outlines definitions, requirements, operational guidelines, passenger regulations, insurance mandates, and reporting obligations associated with the pilot project.
The regulation defines key terms, notably describing a “large quadricycle” as a four-wheeled device designed to carry 11 or more persons, including the driver, and propelled solely by human muscular power through pedals. It clarifies that large quadricycles are considered vehicles for the purposes of The Highway Traffic Act and The Drivers and Vehicles Act. To operate a large quadricycle on highways, the vehicle must comply with specific weight and dimension requirements: a maximum weight of 1,150 kg, a width not exceeding 2.3 m, a length not exceeding 5.7 m, and a height not exceeding 2.9 m. Additionally, large quadricycles must be equipped with essential components, including a single driver’s seat for steering, a steering mechanism (wheel or handlebar), at least ten passenger seats (one without pedals), pedals for propulsion on a minimum of eight passenger seats, footrests for non-pedaling seats, a shelf or table area accessible from each seat, an optional electric motor capable of propelling the vehicle up to 17 km/h, a proper braking system, securely mounted wheels, necessary lighting and signaling devices, and a slow-moving vehicle warning device.
Large quadricycles may only be driven on highways where the traffic authority has approved their use, specifically on roads with speed limits of 60 km/h or less. Crossing highways with higher speed limits is permitted at intersections, but the regulation prohibits operating large quadricycles on bicycle facilities. To legally drive a large quadricycle, operators must hold a valid class 5F driver’s license or an equivalent permit. The provisions of The Highway Traffic Act apply to large quadricycles, meaning any violation is treated as an offense under the Act. Drivers must adhere to rules such as maintaining the right-hand lane, refraining from towing other vehicles, and ensuring that passengers remain seated while the vehicle is in motion.
Passengers are required to occupy designated seats and remain seated throughout the journey. They must also be able to reach and operate the pedals, footrests, and shelf areas as applicable. Notably, passengers under the age of 18 must wear a properly fitted helmet, unless exempted by religious beliefs. Drivers are responsible for ensuring compliance with these passenger requirements.
Traffic authorities that permit the operation of large quadricycles must prepare annual reports detailing the safety of their usage, including accident statistics, compliance with regulations, and any other aspects specified by the minister. These reports must be submitted within 180 days after each 12-month period following the implementation of the relevant rules or by-laws.
