The “Stretcher Transportation Act” and its accompanying regulations, as stipulated in EC2024-530, aim to improve the safety and efficiency of stretcher transportation services in Prince Edward Island.

A primary focus of the regulations is the safety and maintenance of stretcher transportation vehicles. Each vehicle must be registered and inspected in accordance with the Highway Traffic Act to ensure compliance with motor vehicle regulations. Additionally, vehicles must be maintained in good mechanical condition, cleaned, and disinfected regularly. They are also required to meet specific design requirements outlined in Schedule A, which includes provisions for proper access for stretcher loading and sufficient space for attendants.

Stretcher transportation vehicles must carry essential equipment, including a two-way radio or mobile phone for communication, at least two battery-operated flashlights for emergencies, and a dry chemical fire extinguisher approved by the Fire Marshal.

Operators of stretcher transportation services are mandated to hold public liability insurance with coverage of at least $5,000,000 per occurrence for their operations, as well as third-party motor vehicle liability insurance with similar coverage for each vehicle used for stretcher transportation.

To improve patient care and safety, each stretcher transportation vehicle must be staffed by a minimum of two attendants who are certified in standard first aid and cardiopulmonary resuscitation (CPR). This certification ensures that the attendants are equipped to handle medical emergencies that may arise during transport.

The design requirements for stretcher transportation vehicles encompass several critical aspects. Entry should be facilitated through rear or curbside doors for efficient stretcher loading, and the interior must accommodate at least one stretcher and one seated attendant, ensuring adequate communication between the driver and the stretcher section. The vehicle should also feature secure assemblies for at least one wheeled, adjustable-height stretcher, ample space for attendants to assist patients, proper seating, safety belts, and secure storage for equipment and personal items. Moreover, the interior should be designed for easy cleaning, insulated, and equipped with a heating and cooling system to maintain a comfortable temperature for patients.

A detailed list of required equipment for stretcher transportation vehicles includes a standard adjustable-height stretcher, blankets, pillows, pillowcases, a urinal, a bedpan, a vomit bag, and a box of disposable gloves in various sizes. Additional items include a box of surgical masks, a biohazard bag, facial tissues, a standard first aid kit, and medical-grade antimicrobial disinfecting wipes. These items ensure that all necessary medical and hygiene needs are met during transportation.
