Adult Basic Education Programs
The Training Programs Regulations, 2024, filed under the Post-Secondary Education and Skills Training Act, 2022, introduce several updates and procedures concerning adult education programs in Saskatchewan. The regulations are formally titled “The Training Programs Regulations, 2024,” and they define various terms to clarify their application, such as “adult basic education transcript,” “Canadian adult education credential diploma,” and “record.” They also specify that the term “person” encompasses partnerships and associations, while “record” refers to any form of information documentation, excluding computer programs.
Under these regulations, adult basic education (ABE) programs, which aim to improve educational attainment at primary and secondary levels, are continued. To participate in an ABE program, individuals must meet specific criteria: they must be at least 18 years old, have been out of school for a minimum of one year, and apply to a minister-approved organization. The ABE programs must include credit courses, with the possibility of incorporating non-credit courses, and all credit courses must adhere to curricula approved by the minister. Individuals seeking an ABE transcript are required to apply to the minister and pay a prescribed fee, after which the minister will issue the transcript upon confirmation of the applicant’s compliance with the regulations.
The regulations also establish the Canadian adult education credential to assist individuals in acquiring a high school equivalency diploma. To apply to take or retake the tests for this credential, applicants must be at least 18 years old and a resident of Saskatchewan, or they must obtain the minister’s approval. Similar to ABE transcripts, individuals wishing to obtain duplicate Canadian adult education credential transcripts or diplomas must apply to the minister and pay the applicable fees. Additionally, the regulations address the General Educational Development (GED) program, which was officially discontinued as of May 3, 2024. Individuals who had passed GED tests but did not receive a diploma before this discontinuation can still apply to have their test results recognized towards obtaining the Canadian adult education credential diploma by following the application process established by the minister. Those seeking duplicates of GED diplomas or transcripts must also apply and pay the relevant fees, in line with the other educational credentials outlined in the regulations.
Furthermore, the Training Programs Regulations, 2020 are repealed by the 2024 regulations, signaling a complete transition to the updated framework for adult education in Saskatchewan. These regulations officially come into effect on the date they are filed with the Registrar of Regulations, marking the start of the new policies and procedures for adult education programs.
