Individuals or entities wishing to operate a taxicab, accessible taxicab, limousine/private bus, or designated driver service must obtain a license from the town. The by-law outlines the detailed application process for obtaining a license, including the requirement for applicants to be at least 18 years of age, legally permitted to work in Canada, and hold a valid Class 4 Newfoundland and Labrador driver’s license if applying as an individual.

The by-law also includes extensive provisions regarding the responsibilities of owners and drivers. Owners of taxicabs and limousines/private buses must ensure that their vehicles meet safety, mechanical, and cleanliness standards. Vehicles must be properly insured, and drivers must possess the necessary documentation while operating. Furthermore, the by-law prohibits fraudulent or misleading representations by individuals or businesses regarding their licensing status. Taxicab owners and operators are prohibited from employing unlicensed drivers, and all drivers must comply with conduct regulations while operating their vehicles. This includes restrictions on solicitation of passengers, consumption of alcohol while in charge of a vehicle, and engaging in illegal activities.
