Expanding the Roles for RNs and RPNs

The Regulated Health Professions Act Registered Nurses and Registered Psychiatric Nurses Regulations Amendment introduces changes to the existing regulatory framework governing the professional responsibilities of registered nurses (RNs) and registered psychiatric nurses (RPNs) in Prince Edward Island.
One of the primary amendments in Section 1 modifies subsection 13(1) of the regulations by expanding the conditions under which an RN can perform specific tasks. Previously, subsection 13(1) referenced only subsection (2), but the amendment now includes a new subsection (3), allowing RNs to administer drugs or vaccines and perform specific medical procedures under defined circumstances. Notably, subsection 13(3) now states that an RN may administer medication or vaccines prescribed by a nurse with special authorization, a registered psychiatric nurse with special authorization, or a pharmacist licensed to practice in the province.
Section 2 of the amendment revises Section 23 of the regulations, making significant changes to the reserved activities that may be performed by RNs and RPNs. The amendment revokes and replaces clause (a), which pertains to the diagnosis of diseases, disorders, or conditions. Under the new regulation, these professionals can diagnose a medical condition and communicate the diagnosis when it is foreseeable that the information will be used in healthcare decision-making. This change acknowledges the role of RNs and RPNs in frontline healthcare and their ability to provide critical diagnostic insights. Furthermore, clauses (j) and (k) have been revised to specify that nurses may apply sound or electrical energy, excluding ionizing radiation, and may also order the application of electrical, electromagnetic, or sound energy. Another addition, clause (o), grants registered psychiatric nurses the authority to perform psycho-social interventions aimed at modifying significant disorders of thought, mood, perception, orientation, or memory.
Section 3 addresses modifications to Section 23.9 of the regulations, which pertain to the scope of practice for RPNs. Similar to the changes made in Section 1 for RNs, the amendment to subsection 23.9(1) expands its applicability by introducing subsection (3). Subsection 23.9(2) is also modified to clarify that it applies specifically to clauses (1)(a) to (e). The most notable change, however, is the replacement of subsection 23.9(3), which now allows RPNs to administer medications or vaccines under the same conditions granted to RNs.
Overall, these regulatory amendments aim to provide greater autonomy for registered nurses and psychiatric nurses in Prince Edward Island. By expanding their ability to diagnose conditions, administer medications, perform medical procedures, and engage in mental health interventions, the revised regulations acknowledge the evolving role of nurses in the healthcare system. These changes are designed to improve patient access to timely and effective care while maintaining professional oversight and accountability within the framework of the Regulated Health Professions Act.
