Price Capping Milk Prices
The Wholesale Milk Prices Order amendment, M.R. 1/2026, updates Manitoba’s regulation on the maximum prices for Class 1 milk sold at the wholesale level under the Milk Prices Review Act, C.C.S.M. c. M130. The regulation modifies Manitoba Regulation 109/89 by revising the wholesale price schedule for certain types of milk packaged in one-litre containers. Specifically, the amendment sets out maximum prices for sales to purchasers other than jobbers, consumers, or restaurant operators.
The regulation provides new maximum wholesale prices for four types of Class 1 milk. Homogenized milk is now capped at $1.95 per litre, 2% milk at $1.88 per litre, 1% milk at $1.82 per litre, and skim milk at $1.78 per litre. These changes replace Section 1 of Schedule A in the previous regulation. The amendment is designed to regulate the prices that wholesalers may charge for milk to ensure consistency and fairness in the marketplace. By setting maximum prices, the regulation seeks to balance the interests of producers, distributors, and consumers, maintaining a stable and predictable cost structure for this essential commodity.
The regulation explicitly applies to wholesale transactions involving purchasers who are not jobbers, retail consumers, or restaurant operators, thereby targeting commercial resale markets rather than end-use consumption. This distinction is important because it allows for different pricing mechanisms for retail and food service sectors while maintaining oversight of the larger distribution network. The regulation is part of Manitoba’s broader legislative framework under the Milk Prices Review Act, which grants the government authority to control and review pricing in the dairy sector.
This amendment continues Manitoba’s long-standing approach to regulating milk prices, which is intended to support the local dairy industry, stabilize the market, and provide transparency in pricing. The clear specification of price caps for homogenized, 2%, 1%, and skim milk in one-litre containers simplifies enforcement and reduces ambiguity for producers, distributors, and regulatory authorities.
The Manitoba Farm Products Marketing Council is the provincial agency overseeing and promoting Manitoba’s agricultural sector, including dairy, eggs, poultry, and grains. It supervises marketing boards to ensure legal and effective operations, sets production quotas, manages levies, and represents producers’ interests in policy and pricing. The council’s board, composed of individuals with farming and agribusiness experience, works to foster efficient, competitive marketing, support fair practices, and increases the province’s agricultural industry under provincial oversight.
