Saskatchewan has established a firm end date for the Rental Housing Supplement (RHS) program through Saskatchewan Regulations 56/2026, the Rental Housing Supplement Amendment Regulations, 2026. Made under section 14 of The Saskatchewan Assistance Act.

The central change is the formal closure of the RHS program. The amendments introduce new section 3.1 into The Rental Housing Supplement Regulations, defining the “closure date” as August 31, 2026. Beginning after that date, the Minister is no longer authorized to provide an RHS benefit, and individuals and family units are no longer eligible to receive one. The provision applies notwithstanding other provisions of the regulations, making the deadline the decisive cutoff for ongoing program eligibility.

The amendments also establish transitional rules to deal with payments and adjustments relating to periods ending on or before the closure date. New section 43.1 provides limited exceptions to the general prohibition on RHS benefits after the deadline. These exceptions are intended to ensure that legitimate outstanding adjustments are not lost merely because the program has formally ended.

The first exception concerns changes in an eligible individual’s or family unit’s circumstances. Where a change affecting the RHS benefit relates to a period ending on or before the deadline, and the Minister was advised of the change on or before the closure date, the benefit may still be adjusted. This allows the program to account for circumstances that existed during its operating period.

The second exception addresses administrative errors or omissions. If an eligible individual or family unit received less than the amount to which they were entitled because of an error or omission, the regulations permit the necessary adjustment. This provision protects recipients from being disadvantaged by an underpayment that occurred while the program was operating.

The third exception relates to appeals. Where an appeal concerning a period ending on or before the deadline results in a decision that changes the RHS benefit for which the individual or family unit was eligible, the benefit may still be adjusted after the closure date.

Saskatchewan Regulations 56/2026 bring the Rental Housing Supplement to a defined conclusion while preserving limited mechanisms for resolving outstanding matters. The amendments distinguish between new eligibility and administrative or appeal-related adjustments concerning periods that ended by that date.
