The Government of Quebec has proposed amendments to the Decree respecting the automotive services industry in the Montréal region under the Act respecting collective agreement decrees. The proposal would increase minimum hourly wage rates for workers covered by the decree and extend the decree’s application period. The draft follows an application submitted by the contracting parties in the automotive services industry.

The principal change replaces section 9.01 of the decree with a new wage schedule. The increases would take effect on the date the regulation comes into force, with additional scheduled increases on April 17, 2027, and April 17, 2028. The new rates cover apprentices, journeymen, parts clerks, messengers, dismantlers, washers, semiskilled workers, service attendants, and specialized automotive workers.

For apprentices, first-year rates would begin at $22.88 per hour, increasing to $23.68 in 2027 and $24.51 in 2028. Second-year apprentices would receive $23.93 initially, rising to $24.77 and then $25.63. Third-year apprentices would start at $25.54, followed by increases to $26.44 and $27.36. The regulation continues to define an apprentice year as the period in which the worker acquires 2,000 hours of experience in one of the trades covered by the decree. Annual leave, special leave and paid statutory general holidays remain included when calculating experience hours.

Journeyman classifications would also receive increases. First-class journeymen would move from $33.35 per hour initially to $34.52 in 2027 and $35.72 in 2028. Second-class journeymen would progress from $30.70 to $31.78 and $32.89, while third-class journeymen would increase from $29.06 to $30.08 and $31.13. The same rates would apply to alignment and suspension specialists, trim men and automatic transmission mechanics in the corresponding classes.

Parts clerks would see rates ranging from $24.30 to $28.17 at the initial stage, depending on classification, with further increases in 2027 and 2028. Messenger rates would rise from $18.19 for Level B and $19.42 for Level A to $19.48 and $20.80 respectively by 2028. Dismantlers would receive initial minimums ranging from $19.90 to $22.20, while washers would start at $19.79.

The proposed increases also cover semiskilled workers and service attendants. Semiskilled worker rates would range from $20.48 to $24.63 initially, rising to between $21.93 and $26.39 in 2028. Service attendant rates would range from $19.57 to $23.54 initially and reach between $20.97 and $25.22 by 2028.

Beyond wages, the draft regulation would amend section 14.01 by replacing the reference to 2026 with 2029, effectively extending the relevant period of the decree. The proposed regulation would come into force on the date it is published in the Gazette officielle du Québec.
