The Image Capturing Enforcement Regulation, Manitoba Regulation 220/2002, was amended by M.R. 81/2025 under the Highway Traffic Act, to update and clarify standards for the use and operation of automated traffic enforcement systems. This amendment modifies key definitions, specifying that an “approved traffic control device” now refers to devices sanctioned under the Traffic Control Devices Regulation, the Designated Construction Zones Regulation, or the Reduced-Speed School Zones Regulation.

Approved systems are identified in detail. For induction loop intersection cameras, the Gatsometer RLC 36, GTC-F, and GTC-GS11 are authorized. Radar intersection systems approved include the DriveSafe Enforcement System paired with the TRUGRD 3D/UHD+ radar device from s.m.s. smart microwave sensors GmbH. Trailer-mounted and vehicle-mounted photo radar systems are similarly specified, including models from Gatsometer BV and Mesa Technologies, with certain combinations of camera and radar devices approved. Vehicle-mounted photo laser systems now explicitly include the DragonCam Portable Photo-Laser Speed Enforcement System and the Stalker LidarCam 2.

The regulation also addresses the display of evidence for enforcement purposes. For intersection safety camera systems, reproductions of image sequences related to red light offences must include specific data bars and sequence images showing the rear aspect of vehicles before and after entering intersections, with detailed labeling as outlined in Schedules A, D, and E. Induction loop systems require images capturing vehicles passing over precisely spaced loops before intersections, while radar intersection systems capture vehicles approaching intersections and recognize when drivers fail to stop for red lights. The regulation distinguishes between evidence for red light violations, speeding offences, and combined red light and speeding contraventions, specifying the required sequence of images, superimposed data fields, and the inclusion of certificates signed by enforcement officers.

For speeding offences without red light violations, the amended regulation similarly prescribes image sequences and data display requirements for both induction loop and radar systems. Images must clearly show the vehicle exceeding the speed limit before entering the intersection and include corresponding superimposed data bars with defined fields, providing a standardized method for documenting contraventions.

M.R. 81/2025 clarifies authorization for municipal and police use of image capturing enforcement systems. The City of Winnipeg is designated as an authorized municipality, and the Winnipeg Police Service is authorized to operate these systems on the city’s behalf. Collectively, these amendments provide precise technical specifications, approved equipment, and standardized procedures for capturing and presenting evidence of traffic contraventions, ensuring consistent enforcement, accurate documentation, and transparency in automated traffic monitoring across Manitoba.
