Ontario Regulation 29/26, made under the Rebuilding Ontario Place Act, 2023 amends Ontario Regulation 75/24. Its primary function is to update and expand the list of lands designated under the original regulation, providing specific identification and vesting details for parcels associated with the redevelopment of Ontario Place in Toronto. The amendments reflect both administrative adjustments and the formal inclusion of additional water lots and associated parcels that were formerly part of other property identifiers.

The regulation amends Section 1 of Regulation 75/24 to include three new parcels of land. The first parcel is part of Property Identification Number 21418-0280(LT), described as a portion of the water lot in front of the Ordnance Reserve, now designated as Part 12 on Plan 66R-34049. This parcel was previously included in Property Identification Number 21418-0100(LT). The second parcel consists of part of Property Identification Number 21416-0168(LT), encompassing the water lot fronting Lot 31 of the Broken Front Concession, as well as parts of water lots in front of Dufferin Street and portions of Lots 105 through 111 on Plan 613, now designated as Parts 3 and 4 on Plan 66R-34049, and formerly part of Property Identification Number 21416-0099(LT). The third parcel, also part of Property Identification Number 21418-0280(LT), includes sections of the water lot in front of the Ordnance Reserve, designated as Parts 6, 8, and 14 on Plan 66R-34049, formerly part of Property Identification Number 21418-0100(LT). These inclusions expand the scope of lands under the regulation to facilitate the ongoing redevelopment and public planning initiatives of Ontario Place.

A new section, Section 2.1, is added to the regulation to prescribe specific details for the purposes of subsection 2(1) of the Rebuilding Ontario Place Act, 2023. It confirms the inclusion of the same three parcels outlined in the amendment to Section 1. The regulation specifies that the date prescribed for the first parcel is February 13, 2026. For the second and third parcels, the date of vesting is also February 13, 2026, and the vesting period is set to conclude on March 31, 2029. Upon completion of this vesting period, the land, together with any improvements made during the vesting period, will automatically vest in the City of Toronto. This ensures a clear transfer of ownership and control for municipal purposes, allowing the city to manage the lands in alignment with the objectives of the Rebuilding Ontario Place Act.

Section 4 of Regulation 75/24 is similarly amended to include the same three parcels, reinforcing their formal recognition within the regulatory framework. The repeated listing across multiple sections of the regulation underscores the importance of these parcels to the redevelopment project and provides a precise legal record of their identification, location, and future vesting. By codifying the details of these lands, the regulation ensures that both the provincial government and the City of Toronto have a clear framework for administration, development, and public accountability.
