Lack of Qualified Drivers Cause Extension of Regulation Dates

On December 20, 2022 the Minister of Transport and Sustainability through Ministerial Order 2022-12 amended the Regulation respecting the training of qualified drivers by extending the date from “1 January 2023” to “1 April 2023”. Extending the compliance date that a person who holds a taxi driver’s permit may drive an adapted automobile without having completed the advanced training on the transportation of persons with disabilities and have passed the examination on that training.

The change comes as transportation services by adapted automobiles offered by municipalities are affected by a lack of qualified drivers in many regions of Quebec and the lack of qualified drivers would worsen after January 1, 2023 given that a significant number of drivers would be unable to provide this type of transportation. This change is made to avoid a predictable disruption of transportation services by adapted automobiles for persons with disabilities.
