Simplifying Horse Racing Licensing
Regulation 19/2023, authorized by the Liquor, Gaming, and Cannabis Authority of Manitoba, enacts modifications to the Licensing and Appeals Regulation (Manitoba Regulation 63/2014). The primary amendments focus on adjusting the licensing fees for racing participants and revise the existing percentage rate.
Specifically, subsection 13(1) of the Licensing and Appeals Regulation, which previously mandated a percentage of 1.5%, has been reduced to 1%. In addition, an updated clause 16.3(c) introduces new fee provisions for individuals engaged in the horse racing industry. The revised fee schedule includes the following:

- Thoroughbred Trainer, Standardbred Trainer, Thoroughbred Jockey, or Jockey Agent: The license fee for these roles is set at a flat rate of $100.
- Race Horse Owner: The fee structure for race horse owners is now tiered based on their ownership percentage:

- For individuals owning 5% or more of a horse, the fee is $100.
- For individuals owning less than 5% of a horse, the fee is reduced to $25.

The revisions aim to streamline the licensing process and alleviate financial burdens on racing participants, especially those with smaller stakes in race horses.
