Ontario Regulation 33/23, established under the Combative Sports Act, 2019, set out the framework for the Ontario Combative Sport Advisory Council’s composition, functions, and procedural guidelines. This regulation outlines the operational parameters and oversight responsibilities of the Council within the context of combative sports in Ontario.

The Ontario Combative Sport Advisory Council is constituted to provide expert guidance and recommendations on matters pertaining to combative sports. As stipulated by Regulation 33/23, the Council will consist of a maximum of seven members. These individuals are appointed by the Lieutenant Governor in Council for terms of up to three years. Members may be reappointed for additional terms of up to three years. To ensure continuity and stability, the regulation mandates that no more than four members’ terms may expire within a single calendar year. This arrangement is designed to maintain a well-balanced and experienced advisory body.

Decisions within the Council are determined by a majority vote of the members present, including the chair. In the event of a tie, the chair is empowered to cast a decisive second vote. This procedure ensures that decisions are made efficiently and with clarity, even when votes are evenly split.

The primary responsibilities of the Advisory Council, as outlined in the regulation, include advising the Minister on whether proposed rules for combative sports permit “full contact.” The term “full contact” refers to the intentional use of physical force that aims to or could reasonably cause harm to an opponent. This definition is critical for aligning regulations with safety standards and ethical considerations in combative sports.

Additionally, the Advisory Council is tasked with broader responsibilities to assist the Minister in administering the Combative Sports Act. This includes providing any necessary advice or support to facilitate effective regulation and management of combative sports in Ontario.
