Redefining Senior Roles in Québec Colleges

On March 17, 2023, the Minister of Higher Education of Québec issued Order 2023-001 amending the Regulation concerning the employment conditions of senior executives at general and vocational colleges. This order introduces revisions designed to improve the management and oversight of senior executive positions within these institutions.

Section 9.2 now requires colleges to notify the Minister of new appointments, renewals, or significant changes to senior executive positions. The Minister will be responsible for evaluating and determining salary classifications based on this updated information.

Section 30.1 establishes a formal process for renewing senior executive appointments. This process involves a review committee appointed by the board of governors, which must consider annual performance evaluations and consult with college community bodies. The renewal process must be completed within 90 days, with a strong emphasis on confidentiality. Senior executives are entitled to be informed of recommendations and given the opportunity to provide feedback.

Section 32 stipulates that colleges must notify senior executives of appointment decisions at least 120 days prior to the expiration of their terms.

Section 46 has been amended to increase the retirement age limit from 70 to 76.

The regulation also replaces Schedule I with a detailed description of the roles and responsibilities of various senior executive positions, including the director general of a college, the director general of a regional college, the academic dean, and the director of a constituent college. In addition, this updated schedule provides comprehensive details on the duties, qualifications, and responsibilities associated with each position.
