New Municipal Reporting Requirements
Ontario Regulation 73/23, enacted under the Planning Act, introduces a framework for municipal planning data reporting. This regulation establishes specific reporting requirements for a set of municipalities across Ontario. These municipalities include major cities such as Toronto, Ottawa, Hamilton, and others, as well as various towns and regional municipalities.
The regulation mandates that these municipalities adhere to a structured reporting schedule, including both quarterly and annual submissions. For example, quarterly reports that Municipalities are required to submit cover a range of planning and development activities. These reports must include detailed information on:

- Official Plan Amendments: Reports must detail each application under section 22 of the Planning Act, including application numbers, addresses, submission dates, and decisions. They must also record any appeals to the Ontario Land Tribunal, including the nature of the appeal and whether it was third-party. Additionally, reports should note if the lands involved are subject to heritage designations or protections under the Ontario Heritage Act.
- Zoning By-law Amendments: For applications under section 34 of the Act, reports should include similar details—application numbers, addresses, dates, and decisions. They should also document appeals, specifying the nature of the appeal and whether the Tribunal has issued a decision. As with official plan amendments, heritage status of the lands must be noted.
- Site Plan Approvals: Reports must cover site plan applications submitted under section 41 of the Act or section 114 of the City of Toronto Act, 2006. Information required includes application numbers, submission dates, decision statuses, and details on any appeals, including decisions made by the Ontario Land Tribunal or local appeal bodies.
- Applications under Section 45: This includes reporting on applications for minor variances or permissions, detailing the decision outcomes and any appeals.
- Plans of Subdivision: Reports must include information on applications under section 51 of the Act, including approval statuses and any related appeals. It should also cover the registration of new residential lots.
- Plans of Condominium: Reporting must cover applications under the Condominium Act, 1998, including approval statuses and appeals, as well as registration details for new condominium units.
- Community Infrastructure and Housing Accelerator Orders: Reports should document any orders issued under sections 34.1 and 47 of the Act, including the nature of the orders, related applications, and building permits issued.

In addition to quarterly reports, municipalities are required to submit an annual report for each calendar year, which must be filed by March 31 of the following year. This report provides a summary of the quarterly reports and any other relevant planning activities.
