Expanding Financial Aid for Micro-Credentials
Ontario Regulation 86/23, enacted under the Ministry of Training, Colleges and Universities Act, introduces significant amendments to Ontario Regulation 768/20, which governs Ontario Student Grants and Loans for Micro-Credentials. this regulation aims to align existing provisions with the new Ontario Learn and Stay Grant (OLSG), as specified in Ontario Regulation 82/23.
The amendments primarily focus on expanding eligibility criteria to include students benefiting from the OLSG. A key component of the amendments involves revising references to previous regulations. Specifically, Clause 24 (3) (b) now incorporates a reference to the 2023 Regulation alongside the 2017 Regulation. This integration ensures that the regulatory framework maintains consistency and relevance as it incorporates new legislative elements related to student financial support.
Additionally, the regulation makes substantial changes to several provisions to include Ontario Learn and Stay Grant students within the existing framework. This modification affects multiple sections of the regulation:
-
-
- Clauses 31.2 (3) (a) and (b)
- Paragraphs 1 and 2 of subsection 31.5 (2)
- Paragraphs 1 and 2 of subsection 31.5 (3)
- Paragraphs 1, 2, and 3 of subsection 31.7 (2)
- Section 31.12
-
These changes ensure that references to “qualifying student” now explicitly include “Ontario Learn and Stay Grant student,” thereby extending the same eligibility criteria and conditions to these individuals. This adjustment is designed to enhance the inclusivity and comprehensiveness of the support system for students pursuing micro-credentials.
Ontario Regulation 86/23 marks a significant development in the regulation of student financial support by incorporating provisions related to the Ontario Learn and Stay Grant into the existing structure of Ontario Regulation 768/20. By expanding eligibility criteria and aligning references to new legislative elements, the regulation seeks to provide a more inclusive approach to financial support for students pursuing micro-credentials.
