Ontario Regulation 204/24, made under the Ontario College of Teachers Act, 1996, serves as an amendment to Ontario Regulation 271/19, focusing on improving mathematics proficiency among educators. A key change in Regulation 204/24 is the amendment of the definition of “mathematics curriculum.” The previous definition has been revoked and replaced with a new one that clarifies that the mathematics curriculum includes the guidelines and courses of study set out under subsection 8 (1) of the Education Act.

Furthermore, Regulation 204/24 introduces significant changes to the certification process for teachers in Ontario. The amendment of clause 2 (1) (b) extends the deadline for certain qualifications from March 31, 2020, to February 1, 2025, allowing educators additional time to meet the new requirements. In addition, adjustments to the subsections regarding existing conditions on teaching certificates mean that any condition requiring applicants to fulfill specific requirements before the enactment of Regulation 204/24 is now deemed removed, provided the specified conditions are met. This streamlining simplifies the qualification process and supports educators in their professional development.

A new section, 2.1, has also been added to outline exemptions for applicants applying under section 4 of Ontario Regulation 176/10. It stipulates that individuals eligible for transitional certificates must successfully complete a mathematics test before receiving a general certificate of qualification and registration, emphasizing the importance of mathematics proficiency for educators and ensuring that all certified teachers meet established standards in this subject area.

Additionally, the regulation details the administration of the mathematics test, which will now be conducted by the Education Quality and Accountability Office (EQAO). Key features include the test being available to all applicants for a certificate of qualification and registration, administered at least three times a year, and offered in both English and French to promote inclusivity. The EQAO will also accommodate individuals with disabilities in line with the Human Rights Code, ensuring equitable access to the testing process. Importantly, there will be no limit on the number of attempts an individual can make on the mathematics test, allowing candidates to improve their scores as needed. The EQAO is required to mark completed tests and provide feedback to test-takers within ten days while also notifying the Registrar of those who have successfully completed the test, thereby streamlining the certification process.

Regulation 204/24 takes effect immediately upon filing, indicating a swift transition to the updated requirements and procedures. The regulation aims to improve the mathematics proficiency of educators in Ontario, ensuring they are well-equipped to teach the mathematics curriculum effectively. By clearly defining curriculum standards, extending deadlines, and refining testing procedures, Ontario seeks to improve educational quality and support teacher development in mathematics.
