Conversely, a budget surplus is insufficient if it does not cover unexpected expenses. Specific exclusions apply, such as for incarcerated individuals or those with significant financial resources (over $75,000).

To receive assistance, applicants must submit an application that includes personal information and details about their financial situation. The Director of Child and Family Services reviews the applications to determine eligibility based on the outlined criteria. The regulations establish strict guidelines against providing false or misleading information.
