O.C. 1450-2024 issued on September 25, 2024 outlines amendments to the collective agreement decrees governing the cartage industry within the Quebec region, operating under the framework established by the Act respecting collective agreement decrees (chapter D-2).

The decree introduces changes to the minimum hourly wages across various job categories in the cartage industry, effective October 9, 2024. These rates vary based on employment category and duration of employment; for example, the minimum hourly rate for a Helper and Labourer starts at $16.05, with incremental increases reaching up to $17.94 after two years. Other job categories, including Driver (class A) and Mechanic, also have specified rates that increase over time. For instance, a Mechanic’s starting rate is $22.60, which rises to $26.53 after 24 months. Additionally, the decree stipulates a 3.5% increase in minimum hourly rates for the years 2025 and 2026, ensuring that workers’ wages will continue to rise in alignment with inflation and market conditions.

A new section of the decree establishes minimum hourly rates specifically for office clerks, starting at $17.94, with similar incremental increases based on tenure. The compensation structure for drivers includes specific rates per kilometer traveled, which are also set to increase over the next two years, beginning at $0.265 per kilometer with incremental increases planned. The decree also makes further adjustments to various sections concerning wage structures for different employment categories, notably altering existing wage tables and extending the timeframe for wage adjustments to 2027 instead of 2022. Moreover, Section 26.01 reflects an increase in certain fees from $35 to $80, along with other administrative adjustments throughout the document.

By establishing structured wage increases and defined compensation for various roles, the decree aims to improve labor standards and support the workforce in Quebec’s cartage sector. It will take effect upon publication in the Gazette officielle du Québec, signaling the government’s proactive approach to labor relations and economic stability within the industry.
